3D structure help

My problem is that I dont understand the Regions specially how to define the K coffecients for different regions. I have attached a description of strutcure and flexpde2.20e code. If someone could varify that its correct or not it would be of great help . Many THX in advance. What could we say but to repeat what has already been written?
