I'm a novice user. Just trying to
model a boundary -- a cone shape and
the tip of the cone is actually a small half sphere. Greatly appreciate someone telling me
if it's doable by this software.

Modeling a cone is quite simple. Just define the surface z=H-r. Putting the ball at the end is just a little bit more work. The attached file assumes you want a ball tangent to the cone face. If you really want a hemisphere, you can change the definitions.
Another kind of cone is also attached.

You could instead use
LIMITED REGION 2
z1=zball
surface 2
...etc
if you dont need the regions separated in the body of the cone.

I am a novice user too..and I would like to insert a cone in an other one..the first one has to be void..I manage to do it with a cylinder but it does not work with a cone ..Can you help me?

The easiest thing to do is take the cocktail glass from above and remove the stem and base.

I have also modified the above "ballcone" script to make a conical "sleeve" (two nested cones with the innermost void.) Several variants are attached here.

In general, it is necessary to cut the tip of the cone at some finite size, otherwise you may encounter gridding difficulties (this is because the curvature at the tip goes infinite.) I was able to create one script here that does grid to the tip but it is not always achievable.
