Because 3D domain construction is segregated into 2D projection plane and extrusion layers, there is no semantics for specifying the Z position of a POINT VALUE. So the construct is not useful in 3D. But point values don't work very well anyway. Many PDE systems allow localized "spike" solutions, and the POINT VALUE usually just superimposes a spike on top of the solution you would have got without it. You are better off with a more distributed control, like a small box or plate.
