I need to define a discontinuity at a given boundary. However I also need to specify a fixed value for one of the sides of the discontinuity. Can I define both the fixed value and the jump in a single boundary? How? or should a define an inner boundary with fixed value and an outter boundary with the discontinuity.

You cannot define both a VALUE and a CONTACT boundary condition for a variable on the same boundary segment.
