I would like to ask how can I specific the boundary condition for a conductor, in which only the total charge in it is known. Since total charge involves integration only, I don't know the value and the natural condition. I only know the value is a constant.

Have you looked at the "Capacitance per Unit Length" example in the Applications Manual?
